From 1988 to 2004, Manzolillo worked at US Postal Service HQ, where he designed and launched two business unit organizations — the Sales and Customer Support group and the Overseas Business Development group, OBD — for the USPS International Business Unit, IBU
He established and led the Overseas Business Development, OBD, group, with expatriate teams spanning four regions in the North and South Americas, the EU, and APAC, achieving multi-million-dollar commercial agreements with NPOs. Additional key product/service successes included the International Customized Mail, ICM, service, the foundation for USPS negotiated service agreements, NSAs, and the International Business Reply Service, IBRS
He worked on the Postal Service HQ team that developed and launched the agency’s groundbreaking national accounts program recruiting one hundred national account managers, NAMs, responsible for two hundred national accounts generating one third of the Postal Service’s annual turnover of 65 billion dollars. He managed the annual national sales meeting programs and fleet procurement for the NAMs

As the Chief Information Officer, CIO, for the Peace Corps (2010-2015), Dr. Andrews led the transformation of this federal agency’s global information technology network and systems for headquarters, seven national and more than 65 overseas offices. Philip Warker is an Associate consultant at The CEP Group, LLC, as a seasoned customs, security, and intelligence professional providing objective, high-impact consulting in support of CEP engagements.
Over a distinguished federal government career, Mr. Warker led national and international initiatives to strengthen import and export cargo security, postal security, transportation safety, and intelligence analysis.
Mr. Warker developed and implemented a national strategy to secure the international postal supply chain through the use of advance electronic data and targeted risk analysis. His experience spans international operations and relations across customs, postal systems, transportation, logistics, economic security, intelligence sharing, and technical assistance.
Prior to joining the CEP Group, Mr. Warker served as Deputy Director and Senior Advisor at the U.S. Department of Homeland Security (DHS), where he was responsible for economic, trade, and cargo security policy. In this role, he created and implemented the DHS Secretary’s Strategy for Screening International Mail to disrupt the flow of opioids from overseas. He also led successful multilateral efforts with the European Union to pass a United Nations resolution requiring advance electronic data on all mail packages. Mr. Warker advised senior DHS leadership on foreign investment screening, e-commerce, foreign trade zone security, supply chain security, air cargo, and security across all modes of transportation.
Mr. Warker spent five years on assignment to the Intelligence Community where he developed a pioneering, cost-saving interagency methodology to assess foreign port security for the Intelligence Community and the U.S. Department of State. He also managed intelligence-sharing initiatives across federal agencies.
Mr. Warker previously served as a Branch Chief at U.S. Customs and Border Protection (CBP), leading offices responsible for all import and export cargo operations, including manifesting, cargo release, and cargo control. In these roles, he managed export control enforcement and significantly increased industry reporting compliance. He oversaw border enforcement operations in support of the U.S.–Mexico Bilateral Strategic Plan and led a multi-million-dollar technical assistance and training program supporting U.S. nonproliferation and border security initiatives. He also served as Port Director in Portland, Maine, and led strategic engagement with the European Union resulting in mutual recognition of supply chain security programs and joint targeting initiatives.
Mr. Warker also spent 12 years with the U.S. Postal Service, overseeing all operational aspects of international mail with a focus on customs processes, supply chain management, and aviation security. He negotiated 45 bilateral agreements for specialized services, doubled sales of two international shipping products, consulted for 20 foreign governments, and served as a technical standards expert on a one-year United Nations assignment.
Mr. Warker holds a Bachelor of Arts in Economics from Dickinson College, an MBA from Indiana University’s Kelley School of Business, and an Executive MBA from Columbia University. He is a Certified Port Executive, a graduate of multiple leadership development programs, and a recipient of numerous professional awards.
